Halal Certification

The Bureau of Product Standards (BPS) of the Department of Trade and Industry (DTI) has set the Philippine National Standards for Halal which provides the general guidelines for the Halal food industry on the preparation and handling of products and serves as a fundamental requirement for food products and food trade in the country. One of its Bureau, the DTI's Philippines Accreditation Bureau (PAB), is an agency which deals with the accreditation of halal-certification bodies, inspection, as well as testing and calibration laboratories. Accordingly, there are nine (9) halal-certification bodies (HCBs) which have been formed as of 2020, namely:

HDIP is a religious non-government organization (NGO) that was established in 2008, consisting of Islamic Scholars and trained technical staff which provide for halal certification in Philippines. The HDIP also provides for other services, such as consultation on halal and non-halal food; halal culinary arts; halal seminars and orientation.

Halal Application:

  1. Submission of a letter of intent to the Halal Development Institute of the Philippines, addressing to the President/CEO: Hadji Abdulatif S. Sangcupan

  2. Briefings will be conducted

  3. Submission of supporting/pertinent documents differing from the type of product and/or the type of applicant:

    1. Non-food

    2. Food with meat

    3. Food without meat

    4. Hotel and Restaurant (Small)

  4. Evaluation of such documents

  5. Audit/Ocular inspection

  6. Audit inspection report shall be made in writing with proper comments and recommendation upon the completion of the audit inspection.

  7. Submission of sample product for analysis

  8. A final report and recommendation in writing shall be made by the HDIP when the laboratory findings are in order

  9. Certification/service fee

  10. Laboratory fee:

    1. It is understood that the applicant will shoulder expenses incurred for the laboratory fee test.

    2. Payment paid in check to laboratory accredited by Food and Drug Administration endorsed by Halal Development Institute of the Philippines.

    3. Return Original copy/or Fax with authorized signatory and/or email at hdiphilippines@gmail.com

  11. Issuance of halal certificate

  12. Issuance of halal logo for the purpose of protecting and safeguarding the consumer rights locally and abroad

  13. Halal certificate would be valid for one (1) year and is renewable.

  14. Monitoring by the halal Development Institute of Philippine to the product’s status and any changes of the product.
